Norris Apartments

Norris Apartments is an example of PHA’s ability to envision and execute a comprehensive neighborhood transformation plan that combines the redevelopment of a distressed and obsolete public housing site with accompanying investments in the surrounding neighborhood.
Completed in five phases from 2014 to 2021, the redevelopment involved the creation or rehabilitation of 302 units, including the replacement of 147 existing units, and the construction of 95 new affordable apartments, 30 market rate apartments and 30 workforce homeownership units.
Investments in the neighborhood included the addition of a community recreation center, a total playground overhaul, youth development programs, rail line station enhancements and the construction of a community kitchen that provides culinary job training for over 200 students per year.
PHA developed four of the phases and oversaw the fifth phase, which was completed by Jonathan Rose Companies. Financing for the $125 million redevelopment included federal Low Income Housing Tax Credits and a $30 million Choice Neighborhoods Implementation Grant from the U.S. Department of Housing and Urban Development (HUD).
